Designing a forest-energy policy to reduce forest fires in Galicia (Spain) A contingent valuation application
نویسندگان
چکیده
Recent issues of this journal have presented an interesting debate regarding forest fires in Galicia, Spain. This article proposes a forest-energy programme that will contribute to reducing the risk of forest fires in this Atlantic Region of Southern Europe. We apply the contingent valuation method to assess a programme whereby 10% of the electricity produced from coal, fuel oil and gas would be replaced by electricity generated in biomass power plants. The programme would begin implementation in 2005 and it would take 6 years (up to 2010) before we reach the 10% goal. The results show that Galician households are willing to pay a mean of 38 Euros per year. In addition, we have introduced an innovative procedure to detect protest responses related to the payment vehicle in a contingent valuation. Heckman’s sample-selection procedure is used to analyse the WTP function. & 2009 Elsevier GmbH. All rights reserved.

Modeling Fire Danger in Galicia and Asturias (Spain) from MODIS Images
Forest fires are one of the most dangerous natural hazards, especially when they are recurrent. In areas such as Galicia (Spain), forest fires are frequent and devastating. The development of fire risk models becomes a very important prevention task for these regions. Vegetation and moisture indices can be used to monitor vegetation status; however, the different indices may perform differently...
متن کاملThe Red Books of Prevention and Coordination: A General Analysis of Forest Fire Management Policies in Spain
A steadily increasing number of fires and the high intensity of fire seasons every 4 to 5 years have marked the last two decades in Spain. A generalized first attack system supported by aircraft and new technologies has achieved a main goal: more than 70 percent of fires burn less than 1 ha. Nevertheless, fuel accumulations on large areas because of rural land abandonment have increased the ris...
متن کاملAn intelligent system for forest fire risk prediction and fire fighting management in Galicia
Over the last two decades in southern Europe, more than 10 million hectares of forest have been damaged by fire. Due to the costs and complications of fire-fighting a number of technical developments in the field have been appeared in recent years. This paper describes a system developed for the region of Galicia in NW Spain, one of the regions of Europe most affected by fires. This system fulf...

متن کاملStated Preference Methods for Valuation of Forest Attributes
The valuation methods described in this chapter are based on the idea that forest ecosystems produce a wide variety of goods and services that are valued by people. Rather than focusing attention on the holistic value of forest ecosystems as is done in contingent valuation studies, attribute-based valuation methods (ABMs) focus attention on a set of attributes that have management or policy rel...
